Restrictions and Weaknesses of Parliamentary Diplomacy

The article concludes that in recent years the role of parliamentary diplomacy in international relations has significantly increased, and inter-parliamentary organizations have taken a stable position among the key heads of modern world politics. Being an additional instrument of “soft power” in international relations and a valuable platform for dialogue and exchange of ideas, parliamentary diplomacy makes a significant contribution to the development of international cooperation, the establishment of mutual understanding between countries, the protection of national interests and the process of solving global problems. In this context, the role of parliament and its influence on the formation and implementation of foreign policy have become a subject of particular interest, specifically, how effective and promising is the international activity of parliaments, taking into account the fact that parliamentary diplomacy has both its own opportunities and advantages, as well as institutional limitations and weaknesses, which are discussed in this article. Based on a wide range of sources, the study identifies key factors that hinder the effective implementation of parliamentary diplomacy. It highlights existing shortcomings and weaknesses, as well as issues that, while relevant, remain largely underexplored –underscoring the study’s scientific novelty and value.
