The article highlights the state of civil defense of the Republic of Armenia during the Second Artsakh War of 2020 and the measures taken to ensure it. In particular, it analyzes the activities of the RA Ministry of Emergency Situations, the RA Defender of Human Rights, and non-governmental organizations aimed at informing the population about the rules of conduct provided by civil defense sirens in case of air attacks.
The organization and implementation of civil defense measures is one of the most important functions of the state, as well as an integral and inseparable part of the national security strategy. The state prepares in advance for solving civil defense problems in peacetime and tries to fully utilize these developments during military operations.
The article also analyses the case of the presence of toxic chemical substances and radioactive and bacteriological substances in the air during emergencies (with a particular focus on wartime) hazardous to human health, especially to the respiratory organs and skin. Civil defense units and rescue forces are put on full alert for civil defense measures, emergency recovery, and other urgent operations.
